Clear Creek ISD Announces Initiative to Maximize Reach to Families in Need

The Clear Creek Independent School District is committed to ensuring every child who needs a meal, free or at a reduced price, receives it each day of school. CCISD families may not realize that all students in CCISD elementary and intermediate schools may eat breakfast and lunch at no cost this year, even if they did not apply to be considered for the National School Lunch Program.

The National School Lunch Program provides nutritionally balanced meals to children each day who qualify under certain federal guidelines. Clear Creek ISD is reimbursed through the federal program for each meal served at the elementary and intermediate levels to eligible students.

In 2015, the school district removed high schools from the federal program to allow for flexibility in menu options including partnering with outside vendors such as Chick-fil-A. Under this unique and district-funded model, the school district continues to serve high school students who qualify for a free and reduced-price meal, using the same federal guidelines for elementary and intermediate, however it is not reimbursed for those meals by the National School Lunch Program.

In reviewing data over several years, Clear Creek ISD’s participation trends among high school students has declined. This dip in participation is likely because Clear Creek ISD no longer can automatically add high school students to the free and reduced lunch program if they already qualified for federal aid programs such as the Supplemental Nutrition Assistance Program (SNAP.) This is one of the unintended consequences of moving off the federal program.

To maximize participation among all students at every grade level, Clear Creek ISD has initiated a formal review of current practices ,as well as sought the expertise of a former director of the School Nutrition Association to assist in identifying strategies to improve overall access to Clear Creek ISD’s free and reduced lunch program.
