Community and Student Engagement (CASE) Ratings
The Texas Education Code requires all districts and charters to evaluate their own performance, as well as that of each of their campuses, in the area of community and student engagement. Districts must assign—both to themselves and to each of their campuses—one of four performance ratings: Exemplary, Recognized, Acceptable or Unacceptable.

In addition to an overall rating, CCISD must assign to themselves and to each of the campuses a performance rating for the following categories:

  • Fine Arts 
  • Wellness and Physical Education
  • Community and Parental Involvement 
  • 21st Century Workforce Development Program
  • Second Language Acquisition Program
  • Digital Learning Environment
  • Dropout Prevention Strategies 
  • Educational Programs for Gifted and Talented Students

Local committees determined the criteria that CCISD use to evaluate performance and performance ratings and to evaluate district compliance with statutory reporting and policy requirements.

All campuses compile a list of activities or programs for each of the performance categories, earning one point for each. Then the campus uses the following scale to determine their rating:

  • Exemplary: 17-20 points
  • Recognized: 13-16 points
  • Acceptable: 5-12 points
  • Unacceptable: 0-4 points

These campus ratings are then combined with the results of district surveys, completed by students, parents, and staff. The survey results ask students, parents, and staff to assign a grade (A-F) to each of the CASE categories. These grades are then converted to ratings:

  • A and B combined at 90% or Higher: Exemplary
  • A and B combined at 80%-89%: Recognized
  • A and B combined at 65%-79%: Acceptable
  • A and B combined at 64% or lower: Unacceptable

These two rating scores are converted to a number (see below) and then combined and averaged to calculate the rating for each category for each campus and the district. The scores for each category are then combined and averaged for an overall rating.

  • Exemplary = 1
  • Recognized = 2
  • Acceptable = 3
  • Unacceptable = 4
